Jim DeCesare is the Senior Partner of The DeCesare Group, LLC, a business solutions, strategies, and consulting firm based in Bowling Green, KY. Jim has nearly 30 years of business, economic, and organizational development, operations, marketing, and public relations experience. He also served 14 years in the Kentucky House of Representatives.


Jim was honored twice by the Kentucky Chamber of Commerce with their “Going to Bat for Business” Award, and in 2019 the Kentucky Association of Economic Development (KAED) inducted him into the KAED Hall of Fame for his work in promoting Economic Development initiatives in Kentucky. Jim is also the state chair and on the board of directors for the Southern Economic Development Council, the oldest and largest regional economic development association in North America with 17 member states.


Jim has his undergrad and MBA from Western Kentucky University. He resides in Bowling Green, Kentucky with his wife Amy, and they have two adult children, Brooke and Justin. In his spare time, he plays drums with the band, DiZZorderly Conduct, and is involved in many civic and charitable organizations in his community. He attends State Street United Methodist Church, he is a Mason and Shriner, and serves on the Board of Directors for the Masonic Homes of Kentucky.




Brooke Mattingly is Partner of The DeCesare Group, LLC. Brooke was born and raised in Bowling Green, KY where she attended Western Kentucky University and earned her Bachelor of Arts degree in Public Relations in 2018.


After graduation, Brooke stayed in Bowling Green and has spent the last few years working in Marketing Roles within various industries. Brooke handles all things social media marketing, influencer coordination, and branding. Her passion is helping brands connect with their audiences in a meaningful and creative way.


Brooke resides in Bowling Green with her husband, Cooper. Outside of The DeCesare Group, she often assists Kate Phelps Photography with weddings on the weekends and is an active advocate for the Arthritis Foundation.

Justin DeCesare is a Project Manager for The DeCesare Group. Justin is a 2022 graduate of Western Kentucky University with a degree in Business Administration and a certificate in Data Analytics. Justin graduated from South Warren High School in 2018 and was founding member of the first lacrosse team at South Warren.

Justin oversees web development, assists in organizational development, and content creation, as well administrative responsibilities.


Justin is a native a Bowling Green, Kentucky and has many interests. He is an avid Indianapolis Colts and Houston Rockets fan, and always enjoys a good cup of coffee.
